Tanker explodes on I-75 north of Detroit

A tanker explosion on Interstate 75 has destroyed a part of the Nine Mile Road overpass in Hazel Park, Michigan, a northern suburb of Detroit. One man, truck driver Ronald Martinez, has been killed and only 4 injuries have been reported.

On July 15, 2009 at about 8:15 PM EST, a tanker carrying thousands of gallons of gasoline collided with a semi-truck from Meijer grocery stores, causing an explosion that resulted in heavy black smoke that could be seen for miles.

It is believed that the tanker was clipped from behind by driver Saied Haidarian-Shahri, 27, of nearby Clawson. The tanker’s two parts broke in half when a semi-truck rammed into the gasoline-filled tanker and it exploded. The driver of the semi-truck sustained only minor injuries.

Saied Haidarian-Shahri was a relatively new driver, getting his license within the past 6 months. Reports say he was doing 70 mph in a 50 mph zone, called the “9 Mile Curve”, along the Chrysler Freeway. There were no traffic violations on his license. He has been blamed for causing the accident.

The explosion resulted in the collapse of the Nine Mile Road overpass over the freeway. The Michigan Department of Transportation (MDOT) has decided that the rest of the overpass cannot be saved.

MDOT has closed down the freeway between Interstate 696 and Eight Mile Road both northbound and southbound. Local streets surrounding the site have been closed too. This is expected to cause trouble for commuters who travel one of the most used freeways in the metro area.

About 2,000 residents of Hazel Park are now without power due to the accident.

Kentucky faith-based agency under fire for religious coercion

A lawsuit filed by a former employee of Kentucky Baptist Homes for Children (now Sunrise Children’s Services) and four other tax-payers, has shed light on the possibility of religious coercion by the organization. The lawsuit challenges the faith-based agency’s eligibility for state funds.

Specifically, interviews of children conducted by the state of Kentucky have revealed complaints from some of the children. Mainly, children who said they were Catholic, Pentecostal, Jehovah’s Witnesses or atheist voiced complaints in the interviews.

“They tried to more [or] less force me to become a Christian,” said one child in an exit interview. “I just felt I was being pressured into giving up my religion.”

Another child reported s/he was “not allowed to choose when or when not to attend a religious service,” per the interview, and was told “‘to do’ some type of Bible study during that time or get consequences.”

Both the Commonwealth of Kentucky and Sunrise say there is a strict policy against proselytizing in the program and that it does not prevent children from practising their individual faiths.

They also stress that these complaints number merely a “handful” among the approximately 1,500 children that are served by the faith-based agency.

“If a child says, ‘I don’t want to go to the Baptist church,’ then the child does not go,” Jonathan Goldberg, the state’s attorney, said. Some children might have mistankenly believed they were forced to go, he added.

The plaintiffs are seeking to have the interviews unsealed, at least in the cases where the child is now 18 years of age or older. The state and Sunrise argue they need to be kept confidential.

The lawsuit originated with Alicia Pedreira, who was fired in 2000. She alleges her firing was direct result of Sunrise (then Kentucky Baptist Homes for Children) finding out she is a lesbian.

Sunrise Children’s Services provides residential programs and foster care homes for children that have suffered abuse or neglect. Since 2001, Kentucky has paid Sunrise US$61 million to provide the services for children who would otherwise be in direct state custody.

In 2001, the state did find cause for action against one of Sunrise’s homes to fix “a coercive religious environment” where staff members confirmed that church attendance was required.

With accusations of undue pressure by a Christian agency funded by the state, the Sunrise case bears some similitude to the lawsuit against Iowa for paying Chuck Colson’s evangelical agency to run part of its prison.

Last June, U.S. District Judge Robert W. Pratt strongly reprimanded and ruled against Iowa’s use of a Christian social service agency to administer its prison. Judge Pratt stated: “For all practical purposes, the state has literally established an Evangelical Christian congregation within the walls of one of its penal institutions… There are no adequate safeguards present, nor could there be, to ensure that state funds are not being directly spent to indoctrinate Iowa inmates.”

The Iowa ruling is pending appeal.

Critics point to both of these cases as failures of George W. Bush’s faith-based services initiative. The program is often seen as conflicting with the tradition of separation of church and state in the United States.

Emergencies of some kind occur on a daily basis, sometimes several times in the same day. It should come as no surprise that the key to surviving an emergency is being prepared. Chaos and confusion can quickly turn a bad situation into a devastating one. This is true for both the home and the workplace as well. Emergencies are high stress situations, and can be made significantly worse by having not being prepared. The best way to combat this is to have a plan ready to enact should an emergency arise.

Emergency Response plans are a requirement for any workplace. Even fire departments and police stations must have an emergency response plan in place should an emergency occur within their building. These plans, of course, look much different than most businesses emergency plans, whether small or large, but they are still a requirement. Planning and training phases, though, mean nothing on paper. These plans must be studied, understood, and practiced by employees.

When putting together an emergency response plan for a small business, it is important to address those emergencies that are most likely to occur first and work back from those kinds of situations. For instance, a business in a warm climate should not focus all of their energy on a plan for a major blizzard or ice storm. Moreover, a company in a landlocked, northern location does not need to spend as much time on a plan for a hurricane.

Geography plays a large role in the planning process, but the nature of the business must factor in, as well. A company that deals with large sums of money in cash must be concerned with the threat of a robbery. A business that deals with chemicals must be prepared for spills or reactions. Knowing the dangers inherent in the business is vital in the planning process. Fires are a possibility for any business. These should be addressed early in the planning stages. The evacuation procedure for a fire may be similar to many other evacuations. This section of the plan can then be expanded to develop the plans for other kinds of emergencies.

A good plan will also help emergency crews when they arrive on scene. A well thought out and practiced plan may help conserve property damage as well. Steps like closing interior doors when leaving might help control the spread of fire or chemicals. This one step, which may viewed as a small detail, could save the business owner a significant amount of money.

A common meeting place for all employees also helps with getting an accurate head count to make sure everyone is out. An important part of any emergency response plan is to have designated exits for all locations within the building and to mark these clearly. An escape route sign must be located by all doors. Keeping exits clear and accessible is also essential.

Some employees may be designated, in certain emergencies, to stay back and begin the emergency response. This may include a hazardous materials team that is trained and properly equipped to handle small spills. It may be an employee with emergency response training who does a quick sweep of the building with respiratory protection. These duties must be clearly spelled out in the plan, and training and equipment must be supplied. These are extreme cases and should be coordinated with local emergency crews.

The plan must clearly define what an emergency is and what employees, in each of the various jobs or locations, is expected to do. They must be trained in the plan so they know their duties and expectations. Practicing various aspects of the emergency response plan is a key component, as well. Confusion is reduced by practicing and the comfort level rises. Not all aspects of the plan must be practiced, but the most likely scenarios, and the most extreme, should be drilled.

An emergency response plan is not going to cover every possible emergency. It should address the most likely scenarios and then have a general plan in place for major disasters. The evacuation will be much the same for a fire as for a chemical spill. A major storm may require “sheltering-in-place”, just as a major hazardous material incident outside the building might. A general plan in place for all emergencies will help build a basic understanding of what is expected. Additional roles and responsibilities may come into play for more specific emergencies. A person should be designated in charge in any situation where the plan is called into play. This person would be responsible for overseeing the implementation of the plan and communicating with emergency crews. A “second-in-charge” should also be designated, or a regular chain or command established, should the first person be unable to perform their duties.

Coordinating with local emergency crews and setting up drills is a good way to practice, and adapt the plan. The Federal Emergency Management Agency has training available to help small businesses develop and implement a good emergency response plan. The Occupational Safety & Health Administration also offers guidance in helping with this planning process.

On Wednesday, lawmakers of German ruling coalition parties — Christian Democratic Union of Germany ((de))German language: ?Christlich Demokratische Union Deutschlands (CDU), Social Democratic Party of Germany ((de))German language: ?Sozialdemokratische Partei Deutschlands (SPD), and Christian Social Union in Bavaria ((de))German language: ?Christlich-Soziale Union in Bayern (CSU) — announced they were considering imposing new mandatory taxation Muslims would have to pay, which the government would distribute as funding to mosques. The lawmakers said this was a possible solution to stop funding and finance of the mosques in Germany from foreign countries and institutes.

The proposal would introduce taxes for Muslims similar to the mandatory taxes the state collects from practicing Protestants and Catholics in order to fund the churches.

Official estimates indicate Germany has around 4.4 to 4.7 million resident Muslims. Mosques currently receive funding from foreign sources. Press reports indicate Gulf countries provide funding to mosques and imams. Turkish-Islamic Union for Religious Affairs ((tr))Turkish language: ?Diyanet ??leri Türk-?slam Birli?i (D?T?B) is reportedly one of the biggest foreign institutes currently funding mosques in Germany. D?T?B is under direction by the Turkish government and reportedly influences over 900 German Muslim communities.

Speaking to Deutsche Welle, Seyran Ates, founder of a progressive mosque in German capital Berlin, said German Islam “has a huge influence from outside, from foreign countries”. Ates went on to say, “They [German Muslims] have to take care about their own religion here in Germany. So Muslims in Germany should do something for Islam in Germany”.

Thorsten Frei of CDU told German daily Die Welt this is an “important step” enabling “Islam in Germany to emancipate itself from foreign states”. CSU’s Michael Frieser said, “Mosques must be open and transparent”.

Describing the idea of the new tax as “worthy of discussion”, Burkhard Lischka of SPD noted: “We need to work with the states on this issue, since the church tax is then responsibility of the states”.

Some other European governments, similarly to Germany, mandate Christians pay church taxes in order to fund the churches; including Austria, Italy, and Sweden.

U.S. Senate approves revised bailout package after controversial additions

The U.S. Senate passed a revised bailout bill designed to help the struggling U.S. financial economy, which has measures nearly identical to the bill rejected by the U.S. House of Representatives on Monday.

“Senate Democrats and Republicans believe it is essential that we work quickly on this important legislation to restore confidence to our financial system and strengthen the economy,” said Senate Majority Leader Harry Reid.

The new revisions include raising the FDIC insurance cap to $250,000, a move designed to please progressives. However, the $110 billion in tax breaks, earmarks and what has been called pork barrel spending is not offset by any increases in revenues and has added opposition to the bill from some Representatives in the House.

Earmarks added into the bailout bill included $192 million in tax rebates for the Virgin Islands rum industry, $148 million in tax cuts for the wool industry, $100 million tax cuts to the auto racing industry, and $48 million in Hollywood tax incentives.

Vice President of Taxpayers for Common Sense, Steve Ellis, offered his explanation for the pork and earmarks added in. “People who support some of these provisions will forget about the $700 billion and concerns they may have on that, and say, ‘If you give me a few million in tax breaks for my constituents, I’ll go along'”.

The tactic seems to have worked, however, managing to flip enough votes to pass the bill.

“The inclusion of parity, tax extenders and the FDIC increases has caused me to reconsider my position,” said Representative Jim Ramstad (R Minnesota), who voted against the previous bill on Monday. “All three additions have greatly improved the bill.”

But Representative Marcy Kaptur (D Ohio) was not changing her no vote. “I will not support this legislation because it’s the wrong medicine,” she said.

The Senate took H.R.1424, a bill originating in the House concerning “equity in the provision of mental health and substance-related disorder benefits under group health plans, to prohibit discrimination on the basis of genetic information with respect to health insurance and employment,” and extended it with the bailout provisions.

In the EAS version of the bill (Engrossed Amendment as Agreed to by the Senate), Division A (pp.1-110) is referred to as the Emergency Economic Stabilization Act of 2008; Division B (pp. 110-255) is referred to as the Energy Improvement and Extension Act of 2008; and Division C (pp. 255-441) is referred to as the Tax Extenders and Alternative Minimum Tax Relief Act of 2008.” It was not treated as an appropriations bill in the House.

There were two votes in the Senate. The first was to amend H.R.1424, which required 3/5 to be accepted, which it was. The second was a vote on the bill. Passage of the Bill required only a 1/2 majority. It was passed with 74 yeas and 25 nays. Senator Kennedy did not vote.

No prosecution for UK minor who called Scientology a ‘cult’

The Crown Prosecution Service (CPS) of the government of the United Kingdom told the City of London Police on Friday that there will be no prosecution for a 15-year-old boy who called Scientology a “cult” at a May 10 peaceful protest. The City of London Police had previously confiscated the boy’s protest placard and gave him a court summons at the demonstration, which took place near St Paul’s Cathedral at the Church of Scientology‘s London headquarters on Queen Victoria Street. The boy’s poster read: “Scientology is not a religion, it is a dangerous cult”. The human rights organization Liberty has come out strongly against the City of London Police for their actions at the protest, and said they are pursuing an inquiry into the police force for what they say is a troubling freedom of speech issue.

Individuals from the group Anonymous have held monthly international protests against the Church of Scientology since February, as part of the anti-Scientology movement Project Chanology. The Project Chanology movement began when the Church of Scientology attempted to get a leaked Scientology promotional video featuring Tom Cruise removed from websites YouTube and Gawker.com.

Members of Anonymous were motivated by the actions of the Church of Scientology, and bombarded Scientology websites and were successful in taking some of them down. Anonymous later changed tactics towards legal measures, and held international protests against Scientology on February 10, March 15, April 12, and most recently May 10.

City of London Police approached the 15-year-old boy at the May 10 protest and cited section five of the Public Order Act 1986, which deals with “harassment, alarm or distress“. In response, the boy cited a 1984 judgment given by Mr. Justice Latey in the Family Division of the High Court of Justice of Her Majesty’s Courts of Justice of England and Wales, in which Latey called Scientology a “cult” and said it was “corrupt, sinister and dangerous”. In the actual 1984 judgment made by Judge Latey, he stated: “Scientology is both immoral and socially obnoxious. […] In my judgement it is corrupt, sinister and dangerous. […] It is dangerous because it is out to capture people, especially children and impressionable young people, and indoctrinate and brainwash them so that they become the unquestioning captives and tools of the cult, withdrawn from ordinary thought, living and relationships with others.” The boy told fellow protesters he was not going to take the sign down, saying: “If I don’t take the word ‘cult’ down, here [holding up his sign], I will be either, I think, most likely arrested or [given] a summons. I am going to fight this and not take it down because I believe in freedom of speech, besides which I’m only fifteen.”

When the boy refused to take his sign down, City of London Police removed it, cited him with a court summons and informed him that the matter would be referred to the Crown Prosecution Service. The boy was the only protester who did not comply with the police requests to remove signs which referred to Scientology as a “cult”. According to The Guardian, a CPS spokesman stated Friday that: “In consultation with the City of London police, we were asked whether the sign, which read ‘Scientology is not a religion it is a dangerous cult’, was abusive or insulting. Our advice is that it is not abusive or insulting and there is no offensiveness, as opposed to criticism, neither in the idea expressed nor in the mode of expression. No action will be taken against the individual.”

“The CPS review of the case includes advice on what action or behaviour at a demonstration might be considered to be threatening, abusive or insulting. The force’s policing of future demonstrations will reflect this advice,” said a spokeswoman for the City of London Police in a statement in The Guardian.

The 15-year-old boy’s mother called the CPS decision a “victory for free speech”, saying: “We’re all incredibly proud of him. We advised him to take the placard down when we realised what was happening but he said ‘No, it’s my opinion and I have a right to express it’.”

The incident has generated significant interest on the Internet, from civil rights groups and anti-cult groups, and in the press. Shami Chakrabarti, director of Liberty, and Ian Haworth of the United Kingdom-based Cult Information Centre were highly critical of the actions of the City of London Police. George Pitcher of The Daily Telegraph called the actions of the City of London Police “a mockery of the law”. Other publications also criticized the actions of the police, compared the boy to past civil rights protesters, and analyzed how the characterization of “cult” applied to Scientology. The Guardian reported that human rights activists “were outraged” when reports of the actions of the City of London Police at the protest surfaced this week. Marina Hyde wrote in a comment piece in The Guardian that the City of London Police should spend a little less time “reaching for the collar of free-speaking children”. An article in The Guardian about the boy’s court summons hit the front page of the website Slashdot on Wednesday, and an article about the statement by CPS hit the site’s front page on Friday. The anti-Scientology website Enturbulation.org devoted its front page to the incident on Saturday.

The police may have ended their inquiries into this tawdry incident but rest assured that Liberty’s inquiry will continue.

BBC News reported that attorneys for Liberty represented the 15-year-old boy to the CPS. In media statements Friday, Liberty said it would continue its inquiry into the actions of the City of London Police. “The police may have ended their inquiries into this tawdry incident but rest assured that Liberty’s inquiry will continue. Democracy is all about clashing ideas and the police should protect peaceful protest, not stifle it,” said James Welch, legal director at Liberty. “Reason has prevailed in the case of the anti-Scientology protester”, wrote Welch in a comment piece in The Observer. According to The Press Association, Liberty’s inquiry may result in actions taken against the City of London Police.

The City of London Police has faced controversy in the past for its close association with the Church of Scientology. When the City of London Scientology building opened in 2006, City of London Chief Superintendent Kevin Hurley praised Scientology in an appearance as guest speaker at the building’s opening ceremony. Ken Stewart, another of the City of London’s chief superintendents, has also appeared in a video praising Scientology. According to The Guardian over 20 officers for the City of London Police have accepted gifts from the Church of Scientology including tickets to film premieres, lunches and concerts at police premises.

Unlike the City of London Police, the Metropolitan Police Service (the territorial police force responsible for Greater London excluding the City of London) has not raised an issue with protesters using placards with similar wording at protests against Scientology, according to The Guardian and Londonist.

Each of the Project Chanology international protests against Scientology has had a theme: the February protest called attention to the birthday of Lisa McPherson, who died under controversial circumstances while under the care of Scientology, the March protest was arranged to take place two days after Scientology founder L. Ron Hubbard‘s birthday, the April protest highlighted the Church of Scientology’s disconnection policy, and the May protest highlighted the Scientology practice of “Fair Game” and took place one day after the anniversary of the publication of Hubbard’s book Dianetics: The Modern Science of Mental Health. Another international protest is planned for June 14, and will highlight the Church of Scientology’s elite “Sea Organization” or “Sea Org”.
